CVCHS Governance

Clayton Valley Charter High School is a directly funded independent charter school and is operated as a California non-profit public benefit corporation pursuant to California law. A copy of our charter can be found here and our corporate bylaws can be found here.

The CVCHS charter provides for a governing board that functions much like a school board. On September 1, 2011, teachers, classified staff and parents gathered at Clayton Valley High School to elect their respective representatives of the new governing board. Those elected members then selected, as provided for in the CVCHS charter petition, two community at-large members and a retired teacher to fill out the initial governing board. The initial governing board is composed of the following members:

Alison Bacigalupo (Parent)
  • A resident of Clayton with two sons now at Clayton Valley High School, Alison has been an involved parent and community member for over 12 years. Alison has sat on or led the Executive Boards of Parent Faculty Clubs almost continuously from kindergarten through high school and has been an active participant on the CVHS Site Council for the past two years. This collaborative work between faculty, staff, administration and parents has given her a working understanding of the challenges and rewards involved in educating a broad-­based, diverse school community.
Diane Bailey (Classified Staff)
  • Diane has over twenty-five years of experience in customer service oriented financial operations. She currently sits on the board of directors of a state-chartered credit union. A resident of Concord and a graduate of Concord High School, Diane has been the Clayton Valley High School treasurer since 1999.
Dick Ellis (Retired Teacher)

Dick taught and coached at CVHS from 1961 to 1987. From 1987 to 1995 he was a project coordinator for the Industrial Technology State Frameworks with the California Department of Education. Dick is a board member of the Clayton Historical Society and served as president five times for a period of thirteen years.A member of the selection committee for the Clayton Valley Athletic Hall of Fame, Dick has lived in the Clayton Valley area for fifty years and his five children graduated from CVHS.

Kevin King (Community At-Large, Secretary of the Governing Board)
  • A resident of Concord, Kevin is the parent of two children at Pine Hollow Middle School. Kevin is currently involved in strategic IT consulting, helping companies improve operational efficiencies through the effective development of procedures and policies. Kevin is an active member of the PTA/PTSA at both Silverwood Elementary School and Pine Hollow and grew up with a father who was an educator, athletic director and coach. He has been a volunteer AYSO soccer referee for over 7 years, is currently working towards Advanced Certification, and has previously coached several teams.
Megan Kommer (Parent, Vice President of the Governing Board)
  • A resident of Clayton, Megan is a pension administrator and consultant. She currently serves as president of the Diablo View Middle School Parent Faculty Club and has four daughters in the MDUSD system, including three at Clayton Valley. She is a graduate of Concord High School and UC Berkeley.
Neil McChesney (Teacher)
  • A graduate of Clayton Valley High School, Neil has taught English, Public Speaking and Renaissance Leadership at CVHS since 2004. One of the Co-Lead Petitioners for Clayton Valley Charter High School, Neil also serves as Public Service Academy Department Chair and in 2008 was the CVHS Ray Schultz Memorial Award winner. Neil is a graduate of California State University, Chico and has a masters degree from San Francisco State University.
Ted Meriam (Community At-Large)

Ted MeriamA long-time resident of Clayton, Ted attended Mount Diablo Elementary, Diablo View Middle School and graduated from Clayton Valley in 2001 as the Grand Altair, the highest award a CVHS student can obtain. Currently president of the Clayton Historical Society, Ted has also served on the Clayton Planning Commission and chaired the CVHS 50th Anniversary Celebration. A graduate of the University of Puget Sound, Ted is a Readiness Program Manager for Microsoft Corporation and offers extensive knowledge and background in innovative school leadership and how to best leverage technology to support the mission, vision, and operation of the school.

Pat Middendorf (Teacher, President of the Governing Board)
  • One of the Co-Lead Petitioners for Clayton Valley Charter High School, Pat is a Resource Specialist and Athletic Director at Clayton Valley High School. She is a graduate of the University of Minnesota, with a masters degree from Wichita State University and special education teaching credentials from Chapman University, St. Mary’s College, and California State University, Sonoma. Pat has been the CVHS Representative to the “Do the Right Thing” and Club 800 Character Initiative, has served as Special Education Department Chair and on the MDUSD Academic Literacy Curriculum Committee, and is currently president of the United Mt Diablo Athletic Foundation and Co-Chair of the 5K Race to Save Sports. In 2010, Pat received the City of Concord Mayor’s Community Service Award, was MDUSD Coach of the Year in 2008 and also received the CVHS Ray Schultz Memorial Award that same year. Pat is a resident of Clayton and has also taught at Parkside Elementary School in Pittsburg and at El Dorado Middle School.
